I have a 64 convertible with 2 speed wipers the only way to shut them off is to unplug the motor even with the switch unplugged

Jeff - Obviously you're getting power to the wiper motor from "some" location other than the switch, right? You most likely already know this. Here's a link to the 1964 wiring schematic. You'll most likely need to find out where you're getting power when you shouldn't be getting power. Most likely a poor connection, it was mis-wired (by someone), or you may have a short? Is it the original wiper motor or an aftermarket? Was it on the car since you bought it? Did you replace the wiper motor?

The easiest method to diagnose this issue is using a Circuit Tester probe to find out which wire(s) should have power & which wire(s) should not have power.

 

The wiper motor gets power from a wire that is hot at all times. The switch opens and closes the ground side of the circuit. Do you have the round or square two speed motor? The square motor uses a mechanical park switch that holds the circuit closed even with the switch off. A mechanical cam in the motor opens this switch when the motor gets to the park position, turning it off. The round two speed wiper motor uses uses a park relay that serves the same function with a mechanical set of contacts that release the relay. Either these contacts are shorted or the control cam is bad. The wiper circuit and diagnostics are detailed in Volume 4, Chapter 13 of the 1964 Chassis Service Manual, starting on pg. 13-54.
