Two speed or single speed?

Might be fuse, switch, wiper motor, ground strap, or wiring in between. The mind reading thing still isn't working, so you'll need to provide more info.

I'm sure not good at reading minds, not even my own.

As a bit of a clue, if those are two speed wipers there is very likely a problem on the printed circuit board that is integral to the wiper motor assembly. One can go through a dozen of those things from salvage yards or on ebay and may get lucky and find one without the same failure. I've got eight or nine two speed units from '62 Oldsmobiles and not a darn one of them works properly. It's faster to just have one of the wiper motor restorers fix it. Note: That is "easier", certainly not cheaper, and certainly much faster than looking for a working salvage assembly that works.

Ah, the joys of owning a forty-eight year old car.

well from the GM wiper manual i have it says it is a "two speed non-depressed park" wiper system
also the guy who owned her before me said he thought it might be the switch so he put in a sort of odd toggle switch and that didnt solve the problem so it might be the motor i dont really know

The wiper motor itself is probably alright, it's the stinking printed circuit speed control board on the wiper motor assembly that goes South.

I don't think it's all that bad. Probably no worse than around $250 rebuilt. The same wiper motor was used across a number of GM brand names and across several years. In the meantime, I'll check my junk box (bad choice of words). I'll check my selection of reclaimed GM wiper motor assemblies to see if I might have an extra working one. If I do it will be much less costly than a rebuilt one.

The fun part will be getting your old one out. Corrosion of fasteners including screws can be a semi-major issue with these guys. You might want to pull the fresh air intake panel and screen beneath the windshield and begin soaking the nut that holds the wiper drive arms to the motor assembly. Was not one of GM's better early attempts at "Professional Grade Engineering."
