You need it. It's there so when you operate a high current draw power accessory, the relay will energize and run the component straight off the battery or alternator instead of thru the fuse block. PW and PS motors draw a lot of amps, is why the circuit also incorporates that 40a circuit breaker underhood near the junction block.

If I'm reading the parts book right (and it's kinda vague on applications here) you need a grp 13.095, p/n 4497000 relay, window &/or seat 1965-68 4 or 6 way seat exc F85 or Toro. And those years are all that one lists for. I expect Buick and Cadillac also use it, maybe Pontiac but those aren't equipped with that stuff as often as B-Cad.

There's another application listed for 66-67 5400 series (Starfire/Delta Custom) and some Cutlasses w/ 4-way bucket seat; 13.095 p/n 5717528, relay, driver's adjuster motor. That one is common as dirt from 1964 on up thru 1976, in case you have to junkyard for one.

Have the windows and seat quit completely? and you know the C/B and master switches are good?

You might also check out Radio shack to see if they can get you a generic electric relay with the same ratings as the factory one. It wouldn't be the same externally but an electical part like a relay is the same no matter how it looks.
