Horn won't shut off!!!

I have a 1969 Olds Cutlass Convertible and i recently replaced the turn signal cam and the steering wheel. With everything in place when i connect the battery the horn goes off. I took everything apart and started putting it back together aging piece by piece and connecting the batter at each step to determine what is causing the problem. When i screwed the turn signal cam in and connected the battery the horn commenced to screamin, if i unscrew the turn signal cam and pull it away slightly, no noise from the horn, What am i missing here???

You have a short probably through misassembly of the horn contact in your steering wheel.

sounds like the horn wire is getting pinched or grounded some where.
