Help with turn signal cam/horns not working

Help with turn signal cam/horns not working

My turn signal cam broke in my '72 cutlass, making my horns beep uncontrollably at 12am.... I replaced the cam (which was incredibly difficult to find) and put the column all back together only to find the horns do not work. When they were beeping I had pulled the wires directly out of the horns, and I put them back on correctly, but I think I must have missed something in the column. I took out the first cam again, and then the wiring harness cam, and everything looks fine. Nothing's broken or missing (as far as I can tell). There is a little piece of folded over copper ribbon that fell out of somewhere but im not sure where. It doesnt seem to affect anything, the blinkers and hazards all work. Can anyone help me out with a breakdown? Maybe I forgot a little thing. Thanks!

Make sure the horn contact is intact and running on the horn ring. This is a little plastic cylinder with a brass spring in it.
