Front Turn Signal issues

As stated in a different thread, I just picked up a 64' F85 Cutlass and it's mostly original, so I'm dealing with a mess of electrical the past week.
I've done a lot so far, but am having an odd issue with my front turn signals. Rears work just fine after replacing the flasher, but I'm confused on how the fronts are grounded.
I pulled the bracket and can get them to work if I run a jumper to directly ground on the battery, or just place the bracket on the negative battery post. Once in the bumper, I get nothing.
Are these supposed to ground by the frame to bumper contact, or is one of the two wires within the light socket a ground that's possible bad?
Electrical is not my best area, but I feel like I'll be a pro after getting everything together
