I have a 67 Olds Cutlass, when the lights are on my tail lights are real bright, but when I apply the brakes it's hard to see the lights getting any brighter, you can see the brake lite working in the lens. Any ideas to what it could be wrong?

Sounds like the running lights and brake lights are reversed.

 

Or the bulb could be jammed into the socket backwards- improperly...
