Blower Motor

Hey all, i' finally putting the dash back together on my wife's 8 year long restoration project on her 70 supreme.
I had a few issues with ground on the blower motor, fixed that, most speeds work, high, medium 2, medium 1 but the low speed stays on medium 1, Could this be an issue with the switch or do I possibly have something wired wrong?

It's either the switch or (more likely) the resistor

Resistor is new so I guess I'm in search of a switch. I have a 70 chevelle in boxes, I wonder if the switch would be the same

Update: by moving a vacuum line that goes to heater controls, the fan now goes into low speed.
What would the vacuum have to do with the electrical switch?
