'70 Fuel/Idiot Lights Unit Lighting - Weird Issue

On my 70 442 non Rally Pak set of instruments I am restoring, I was going through and detailling out the faces, polishing lenses, cleaning the peanut build holder contacts and PC board contact surfaces, etc...

I am also changing out all the bulbs for correct new ones. Looking in the service manual, it states that there should be three 194 bulbs used for illumination in the fuel gauge/idiot light unit. I do not think my unit has never been out of the car before, and is correctly dated for it (12/69 date on unit, and my car is a late Jan 70 build date) The issue is that there are two yellow block off caps pushed into the two lower gauge illumination holes. The holders and bulbs are not there at all.

Does anyone know if this is correct from the factory? I can't understand why a previous owner would have gone to the trouble to remove them. Does some one else have a non Rally Pack Lansing car from around that date that would see if their unit is the same?

Had the same in my Week4/Feb/70 Fremont Cutlass Supreme. No need to illuminate the bottom of that gage, I think.
