67 Rally Pac Help

My dash pad in my 67 442 was shot from many years of sun. I finally got around to replacing it. When removed I took the speed and rally pac gauges in tac I only had to cut the tac wire the wire with the fuse holder to remove. The rally pac was functioning properly before removal. I put the dash back in with new dash pad and looks great only to find the rally pac is not working. I check the fuse it was good , I have power going to the tac, and the ground shield plate that runs from the back of the tac to the lighter and ignition is firmly bolted up ignition switch is bolted tight to the dash frame. I looked in the chassis manual and ran a ground wire to the back of the tac still got nothing. Whatever the issue is I have no tac, oil pressure, temp, and amp. Any suggestions appreciated. HELP! I fixed one issue the dash pad and created another issue no rally pac.
