65 Cutlass Voltage Regulator

I cant seem to locate the voltage regulator on my 65 Cutlass, just curious to know if a car can run without one?
What I thought was my voltage regulator turned out to be a junction box located above the the driver side fender wheel which has a burnt fuse or coil which probably explains why my cluster dont work...

Poorly.

Replacement regulators are about $15-$20 at RockAuto.com

I think the voltage regulator is built in the alternator since the engine is a 73-76. The piece I pulled off thinking it was my voltage regulator turns out to be some type of fuse or junction box. I need to findout where I find this part, hoping kragan or napa carries it.
