1984 H/O power windows inoperable

The power window controls on both doors of my '84 Cutlass do not operate. I checked the 30 amp fuse and it is good. I did notice a pink wire connected to the fuse block just below the power window fuse. That pink wire is cut and taped at the end.

What is that pink wire and should it be connected to something?

A good place to start would be to check to see if you actually have 12V on the fuse.

Pulled fuse out...left clip is 11.88V and right clip is 0.0V. The right clip is the one right above the pink wire that goes nowhere.

The power windows worked last year...now after storage for a year, they don't work. Pretty sure not corrosion or rodents...but, you never know.
