Is the motor turning, or trying to turn?

There is no fuse. There is a circuit breaker in the fuse block.

The usual failure mode is overheating of the central terminal of the poorly-designed specialty relay that makes it all work, causing the plastic that holds the terminal to melt, and the terminal to move out of alignment.

Welcome to ClassicOlds.

Probably the relay.

It's fair to check the breaker, but you may need to do this.

Also, if you're stuck right NOW, you can (carefully - the plastic gets brittle) unscrew the two drive cables from the two gear mechanisms, located on either side, just inside the top well, behind the rear seat, and carefully raise or lower the top by standing on the back seat, grasping the header bow, and using your back. It's a tough lift because of the angle, but you can put the top up and down this way in a pinch.

Think I mY be heading in that direction. Where is fuse for power windows? Don't see it among the fuses under driver side. Was told it may be in the back?

The power windows should be controlled by the same breaker on the fuse block, if I recall.

You DO have a Chassis Service Manual and a Fisher Body Manual, don't you?

if not, keep an eye on eBay, '75 will be cheap (my '73 CSM was $8, shipped).

Don't buy a CD or a scanned copy - quality will be crappy, especially on the wiring diagrams.
