I haven't had time with work to pull it apart and my daughter is driving it for now. I will be redoing the front seat and headliner and plan on driving it till snow hits the ground. The constant free flowing air throw the vents is only OK on warm summer days. Any help is appreciated.

 

Here is the set up for a 70 Cutlass/442. The inlet valve assemblies have flappers that open and shut by pulling the top **** of the kick panel. Once open you will have air coming out of the dash vent. If you pull out the bottom kick panel ****, air from the kick panel will come out. Hope this helps

Thanks that does help. The flapper may be jammed with a mouse nest as air is flowing freely through the dash vents even in the closed position.
