Since it is a SBC starter you could probably take a pair of needle nose pliers and bend the starter gear shaft sideways so you can take the starter off the engine. Don't worry, once you get the starter on the bench you can bend it back into place and it should work fine. Chevys are pretty tolerant. Since Chevy parts are made of Chinesiumit it won't require gorilla strength to bend.

Is it a Delco factory starter or a mini starter? On the Delco, you can temporarily unbolt the lower stud on the solenoid (the one that goes to the starter winding) and the solenoid will kick out without turning the motor. There are several different versions of ministarters and I'm not sure how to do it on those.
