Remove the steering wheel for access to the switch assembly. The procedure is described in the Chassis Service Manual.

Did the lever come unscrewed and fall off, or did it break off? You can tell by looking at the end of the lever. Is it threaded and flat? If not, time to pull the steering wheel, as advised.

You need a steering wheel puller.
they are cheap at places like Harbor Freight.

If the lever merely came unscrewed, you may simply screw it back in, and all should be well with the world.

If you cannot simply screw it back in, then the steering wheel has to be removed to gain access to the mechanism. You do not state what year car this is. It should have some sort of cover on the front which, on removal, will reveal the nut that holds the steering wheel in place. That nut has to be removed. Then, if you are lucky, you may be able to free the steering wheel with a few sharp blows to it on the underside.

The proper way to remove the wheel is with a steering wheel puller, as mentioned earlier.
