So this is kinda 2 part question here. I did a steering wheel swap and realized why my horn wasn’t working well the piece that holds the spring and shaft thing in place was broken off. So my question is I want tilt steering wheel option. So if I convert to tilt do I have to change the entire column and if not will this provide me with the ability to repair or replace that piece needed to fix horn? Btw it’s a 1972 cutlass with floor shifter
If you're talking about the horn contact wire, yes, that's a floating part that connects the horn button contact to the column contact - you can get this part pretty readily for under $20 I believe

so the piece on the column that, the above 👆🏾 black piece, locks into. That’s the piece that’s no longer there. I’m wondering if that can be replaced?
I don't think so - I think that's part of another column component which may not be a separately replaceable part, at least not without a good amount of column disassembly
hopefully someone here with direct column rebuilding knowledge will offer additional info on that

I wouldnt waste effort on that column. Replace it with a rebuilt OEM and be done with it. Fresh mechanicals and wiring for peace of mind are never a bad thing
The plastic tube that the horn contact fits into is part of the cancel cam. Used on 1969-up columns. Tilt and non-tilt are different. Available pretty much everywhere.

You will need both a steering wheel puller and a lock plate spring compressor tool. This web page provides pictures of the process. It goes into much further disassembly of the column than you need, so just stop after the step where the lock plate comes off.
