Does anyone know if the standard "Deluxe" steering wheel (single cross bar/horn pad) was the same in 69 and 70 models? My 69 wheel is badly cracked and I may have a chance to get a 70 model, but I didn't know if it was the same.

I don't know if the steering wheel in 70 was the same. However, you might want to check on the net for a steering wheel repair kit. It is sort of like a Bondo or resin that you fill in the cracks with then you can sand it and spray it. I have heard only positive things about these kits. Start you search below if you are interested, they might have it.
