Steering Column Rebuild

Hey Guys,
Not sure where to put this so I'll try here. I tore apart my floor shift steering column on my '68 Cutlass to clean it up and paint it. I re-assembled it, but do not remember having about a 1/2" play in the upper steering shaft. Is that normal? Also, There was a foam dust seals on the shaft. Is that necessary to replace.
