You mean Rallye 350?
My gut reaction is 'no'. A cowl tag with a - - in the PNT area simply means the paint was special order (at extra cost) and/or not available as an A body standard color that year. I've read that some R350's did have PNT code 51 51 on the cowl and others had -- -- for some reason.
The other reason I say 'no' is that R350's are very hard to authenticate without documentation. That would include the original docs for the car, and broadcast card verification. Since there's no W45 on that broadcast card, I lean toward it not being one.

Excellent doc Joe. Apparently there's another one later into the model year that deletes the W35 Deck Lid Spoiler as being a requirement of the W45 package too. Good catch on the cowl build date.
The Dealer Wholesale Order sheet for the Rallye 350 has a November 1969 date on it.
A Cutlass was recently found in the area that was partially Sebring Yellow and primer, including the double dashes on the trim plate. It had a non-matching engine, so everyone speculated that it was a 4-speed Rallye 350. A search of the interior found the broadcast card with a W-31 designation, with the noted body number matching the trim plate. The original engine was later found, still with the hard to find parts on it. The W-31 also has the original Rally Pac, bench seat, and 3.91 positraction rear axle. It is currently for sale at a used car lot.

-- -- one the cowl tag simply means the car was ordered with extra cost paint that wasn't on that years stndard color offering. Don't read too much into that.
The original DWO sheets for R350s is date coded to November 1969, but there were additional updates that changed some of the ordering requirements and were issued as dealer information bulletins. One of those bulletins advised that the deck spoiler had been removed from the mandatory component of ordering a R350.

If you are asking if this car is a Rallye 350 just because it has Sebring Yellow paint, the Dealer Information Bulletin that announced the Rallye 350 package wasn't released until Feb 20, 1970. The cowl tag you posted shows the build date as the second week of Jan, 1970.
Mine is 02D Dealer ordered two one for a customer who walked in and wanted one so they put in a second one (mine) The original owner just happed to deliver parts to the dealer walked by it first car had not yet been picked up either . Talked to a sales man said one day, sales man said today is one day . Deal was struck had to hold off for a week to be old enought to get loan on his own. As stated the rallye order form is from november of 69 . The spoiler marketing Bulletin is dated 2/11/70. Car was Bought on may 13 1970 . Dont know how long it takes a car to be built like that and if some dealers got theirs faster . Moter trend did a write up on the Rallye for the February edition .

My understanding is that when the order was processed, (arrived and finalized at the Olds production order office) Fisher would build the required body and complete most interior items in about 3-4 days (depending on which FBW plant) before sending it to the Assembly line. On assembly line generally 1 day, 2 at most depending on when it was sequenced. So overall build time from start of the body to parked in the storage lot likely was only about 5-6 days.
