Help: Modern car front shock mount centered???

I have a 03 Jag. Car is not the concern I think. I had new shocks, springs, mounts upper and lower replaced on it. The center bolt from the shock in the top of strut tower IS NOT centered. I have never seen a modern car that is not centered. The shop that did the work says it can happen with some cars that you can't get it centered. I am dealing with some minor camber issues with it also, top of front tires leaning in a hair. I am told these uncentered bolts can cause some camber issues also.
What needs to happen in installation to make these bolts centered???
