If so, can you tell me what the hell is going on with this piece of mail?

Long ago my mom would meet up with the mailman to hand him outgoing letters as he walked up to her house to deliver.
She had some first class and some third class mail.
He took them and tossed them in his mail bag.
She asked, "you put both the first and third class in the same bag - what's the difference?"
The mailman said, "first class makes it out of the bag."
Hope he was joking!
It appears to show: Registered Mail to Pontiac, MI 48340 - this needs a signature, correct?
(MI scan #1) sorted for delivery yesterday 8/30 - not delivered (no one home?)
(MI scan #2) returned to Post office 11:20PM
(MI scan #3) sorted for delivery today 8/31 5:02AM (not yet delivered?)

possibly recipient was given a notice of attempted delivery and the item was sent to the location that it can be retrieved at
0502 "today"
Yeah they're trying to get signature delivery.
I know some good postal employees, and I know some ones who are just postal.
I think it has a lot to do with government subsidies and lack of competition.
Any fed or state job is too cushy when it has no "perform or get sacked" mechanic.

I know they're looking for a signature. Someone was home all day yesterday and today. Our mail doesn't usually come from Pontiac, it usually comes from Royal Oak (or at least it used to).
Ah, Royal Oak, the site of the "going postal" shootings.
I have had the carrier totally fail to bother to come and knock at the door, just leave the notice stating that I have to take time off work and go to the other building while they are open and wait for them to get around to answering the door to get my damn letter.
Other times they knock lightly and run. If the residents are upstairs with the AC on, a light knock is not good enough.

OK, I got the letter in my mailbox today. Apparently there was no signature required. As of 9:50 tonight the post office still thinks it's in Pontiac
