I haven't had to mess with the front end on my 94 GMC, but I think that engages with an electric solenoid. I think it mounts on the back side of the housing.

Pulling the cover would probably tell you a lot - get a manual if need be.

ETA - I've seen crooked dealers totally remove the center section, if it was making noise - leaving the pinion turning nothing!
Did you have it from new?

There is an electric solenoid as said by Highwayman. Pull the plug when you have it in 4 wheel drive. There should be 12 volts across the plug from the harness. If you have voltage, then more than likely the solenoid is junk. Pull it out and if you plug it in, you should be able to hear and feel it engaging.

Check the 4 wheel drive fuse first, then.
1. Disconnect the actuator in front, with it in 4WD, and see if it has power and ground on the Blue and Black wires.

2. If no power on the Blue wire, then check for power on the Blue wire backprobed at the switch on the transfer case.

3. If still no voltage, then check for power on the Brown wire at the switch on top of the transfer case.

4. If the Brown wire shows no voltage, verify if the 4WD fuse is blown

I checked the wires there's no current any where. The fuse is good, and there seems to be no current at the fuse. The transfer case has two sets of wires/plugs which are faded "hard to tell the colors"and so dose the front end. It's hard to tell which plug controls the actuator on the t-case and which is the actuator on the front end.I'm thinking the problem is in the fuse box. Tomorrow I'm going to put power to the fuse an see what happens. My son and I just changed the Transmission and it worked before that. I checked all the connections and they are all good. I bought a shop manual but it tells you nothing.Anybody ever heard of All data it's $30 for five years access It would be worth it if it has the info I need.A wiring schematic is what I really need.
thanks railguy

Found the problem, one of the prongs on the the switch on the t-case was bent over and not making contact. It was on top of the t-case and I couldn't see it until I removed it to test it.Thanks to every one for the help.
