Huh? So any frame damage from a crash and you must junk the car? Seriously?
While arguing with idiot laws is not usually successful, these "can't weld the frame" laws come from people who think all frames are heat treated steel. Most are not. A 64 Olds frame is easily weldable mild steel. More to the point, GM publishes a guide for companies who build custom work bodies for their trucks. Even the current year Chevy trucks have non-heat-treated frames that can be welded. GM even tells you how to lengthen or shorten these truck frames in their documentation.
