Radiator Center Support

1971 Olds Cutlass Supreme Convertible. The car I recently bought had a small front end bump. Prior owner replaced the bumper w/ a new unit. He also supplied me w/ that center piece/brace which holds the hood release. I assume this was bent back & helps cause that nice gap you can see. Is it possible to replace that brace w/o removing the bumper completely? I've looked at it & think so, but would like expert advice before I tear into it. Center of the bumper is down too low right now. The picture containing the center brace IS NOT mine. It's from another thread. I've looked at the factory manuals & am not sure exactly how the front comes apart. Can I remove the grills & go into it that way & from underneath?
