65' rag joint question

65' rag joint question
I pulled the rag joint off of a 65 cutlass manual steering box today, and noticed that the box shaft is splined all the way around, and the rag joint is only splined about 5/8 around the inner circle.
Rear Axles, torque convertors, pitman arms, and trans yokes are splined all the way around, why not this thing?
I just want to clarify that this is correct before I put it on and hurt someone in the future. It doesn't look like it has any teeth broken, just not splined all the way around.

I didn't notice if my 64 manual setup was splined the same or not when I just put it in, but I know that its dang near impossible to get the joint off the box with that bolt in there
