There may not be a VIN on the frame. Just because Sweden or any other jurisdiction makes a new law in 2017 doesn't mean that anyone building cars in 1980 was paying attention. I believe (but I could be wrong) that the only VIN locations that year were the usual one at the base of the windshield on the driver's side and a sticker on the driver's door trailing edge (what is sometimes called the "Nader sticker").

In the early 80's I believe the full frame vehicles were stamped on the frame near the rearend housing, but not sure exactly what location... In 1988, in addition to the VIN located on the cowl (windshield area) GM started putting VIN tags on the interior floor area near driver side (under the carpet) on the FWD vehicles... I noticed these tags when removing the carpets from several W-Body vehicles I parted out... Here are some typical GM frame locations for VIN's, this is a Chevelle frame...

Understand that the stamp on the frame will not be a full VIN but only a nine-character VIN derivative, just like the ones on the block and trans case.
