Crossmember to Frame Bolts

Crossmember to Frame Bolts

Curious... do you (on a non-convertible frame) orient your bolts facing down (like in the pic below) or up?

According to my 1970 Assembly Manual they are installed facing up for all applications, but there is an "optional bolt direction for assembly plants only" applicable to convertibles and extended wagons which allows them to be installed facing down. The original bolts on my Holiday Coupe were installed facing up and that's how I replaced them, but it would be safer to install them facing down (I chose originality over safety...).
