`68 OEM Spring Rates/Pass Shim #400360?

`68 OEM Spring Rates/Pass Shim #400360?

Searched around but didn't find anything on this shim. Per 1968 Cutlass/ 442 Assembly Manual (Section C-Page 111) the shim is used with specific sway bar usages. Looks certain option(s) get it, my guess goes to Air Conditioning being pass side.
What is or are the thickness(s) and what application required OEM to use them?
Also, higher spring rates are called out on drivers side vs Pass. side. (Sec C-pg 100). Again I guess; drivers side added weight of steering gear, battery, and throw in starter. I'm not remembering to which side, but I remember that the engine is offset. Anyone know how much and to which side? Also, what is the spring rate differential called out?
Maybe a differential ratio or % or actual numbers like: Pass 317lbs/in and Drivers 324lbs/in, as an example.

Flat shim 1/8" thick, 5.06" OD, 3.62" ID. I have a couple of them; the Olds performance info from the factory recommended one on the driver's side with the Pontiac front 6 cylinder coils.
