Here we are both passenger side wheel wells. One off of a 67 Cutlass Supreme with Air Conditioning, the other from a 67 Cutlass, no A/C. Why would one have the metal cover plate lower right of the picture and the other have material? And Which one is which?

Possibly the metal plate is early production and the material is later. Cheaper, faster install.

 

If memory serves me the A/C one is with the metal on it. Believe it deflects moisture from evaporator.
