So somebody had the time to casually "steal the turbocharger and carburetor" . Still no big deal, since the low-compression pistons will allow a modern induction system with either a turbocharger or two or even a blower.
If the body's as clean underneath as it looks otherwise, I'd say that ten grand would be fair for a rare collector's car
