Also, it's listed wrong...that's a '75, not a '74. It looks like it has potential. I hope it goes to a good home and doesn't end up scrapped!
Just remember that it is a convertible and if the floors are good, $1400 is not a bad price. 'Course being a Midwest car odds are there's rust everywhere that isn't showing. No title is the deal-breaker.
If it turns out to have a Pontiac 400 2-barrel engine in it, it's a fairly rare one. Think there were 212 of those produced, and not completely sure of the story behind Olds using those in B/C cars in 75.

I would think a car from Texas is mostly rust-free vs one from Chicago. A lot of people selling older car in a rust-free area jack up the price, regardless of the condition or completeness of the car sometimes.
rust was minimal on mine lil spots here and there.. no fred flinstones stuff on floor boards, but engine runs great.... I always wanted a vert so it was well woth it..
Check out this post. Maybe you can get some parts for your 88.

Bit of a long shot. That thread was from last year. All the CL ads in it are long gone, and Eric sold that 71 Delta a while back.
May I suggest you start a thread in the Parts wanted section? Probably get more hits and/or replies. Good luck.
