I'm guessing it's something like "official volunteer car, University of Tennessee" or something like that.

"VOL" is actually "VOLS", as you can see in this other photo from the listing, and it is short for "Volunteers" as the nickname of the U of Tennessee is the Volunteers, or Vols for short,
