Disc brake conversion 69 cutlass

I hope someone can help clarify this issue for me. I bought the Summit front disc conversion kit (before Joe's excellent cost saving alternative post). The question I have is how many valves are there? The kit comes with a proportioning valve, which the kit instructions say goes after the distribution block. In Joe's post, he says the valve goes between the master cylinder and the block (unless I read it wrong). Now on the In-line tube web site, they also show a "hold off valve" which looks like goes between the M/C and distribution block, in addition to the proportioning valve. What do I really need and where is it supposed to go?
