Proportioning valve vs. Hold off valve

In '68, the GM model cars used the round hold-off mounted to the diaphragm. Now the standard is the brass proportioning/distribution valve. Is one safer than the other?

No, just different. GM went to the all-in-one combo valve to reduce part count and save cost.
