how do i get the cable out of the frame?

 

You have to simultaneously compress the three spring loaded tabs holding it in place while you pull it out. There's a special Kent-Moore tool for this. I've had success using a small hose clamp to compress the tabs. If you are not reusing the e-brake cable, just break the tabs off.
