emergency brakes

i recently tried my emergency brakes out,,I never used them or tried them.....But anyways I quicky realized somethings wrong,,Everything under the car is free and moving...The part the seems where the cable is seized in where it attaches to the e-brake lever and goes through the floor through a metal tube...I bet the wire is rusted or something to the metal tube..I been shooting pb blaster dwon the tube to see if it will free it up..Is there a easier way to try to fix this...

Not uncommon for a rarely-used e-brake. The solution is to cut that cable and install a new one, unfortunately.
