Door hinges

I recently got my car together after at least 15 years apart. When being washed, there is a water leak coming in at both of the front kick panels.
If I spray water in the hinge to body area, the water comes in.
My question is, is there supposed to be some kind of sealer around the hinge where it mounts to the body?

Factory installation of the hinge-to-body bolts appears to have used some sort of sealant on the bolt threads and probably on the face of the hinge part that meets the body metal. Sometimes there was also a bead of caulk along the top of each hinge where they meet the body. This was all prior to painting.

Dont know your model or year, but as mentioned above, when I took doors off my 72 Cutlass, I found the sealant that appeared to have been lightly applied between hinge leaf and car body. Kind of a white material like window glass glazing compound. No caulk on my car. All that said, I would find it hard to believe that any serious quantity of water would go through the hinge mateup, with or without the sealant. I took it to be more of a corrosion measure than water infiltration. Are you sure your door seals are in good shape and sealing the joint between door and car body?
