I believe that part is a zinc/alum diecast metal.....much harder to get right vs. stamped steel. Tends to crack when you try to ding out dents, waves, etc. Give it a try but don't be disappointed/surprised if you can't get it to look right. Either way, should be a relatively cheap part to buy in good used condition or even new/repro.
I've removed mine a couple of times with a nut driver. It is a little tedious finding and getting it on the speed nuts though. I use a LED headlite and lay over the front of the car. Also, remove the battery and overflow jug if you have one. Hope that helps a little.
Use a quarter drive ratchet w/12 inch extension and 3/8 deep socket...four nuts, two on verticle and two horizontal , just reach in and feel them out blind...be gentle
there is very little space in there and the socket will follow the narrow space. When you hit a bump, that should be the stud and go from there.

Olds didn't want to chrome the whole fender so they made a little tiny piece and stuck it onto the front of the fender...it looks good to me and also I get to massage it with chrome polish occasionally
