Anything can be repaired, but that looks pretty far gone. I can't tell your location, and whether you have cornering lights, but either way, there are at least seven (7) fenders on Car-Part.com--Used Auto Parts Market, and a few are dark blue. One of those was $65.
Yeah that whole fender looks jacked, not only the lower part. It can be repaired but I would replace it unless you cant get a good clean one. Too bad that happened, but it can be fixed. Keep us posted!
The dent at the bottom is easy. Pulling the entire fender back into position is more difficult. The reality is that this is just mild steel. It can be straightened and any tears welded easily. The problem is pulling in the correct direction. The fender needs to be pulled in the direction opposite from the original impact to pull the inner mounting tabs back into position. Do not attempt to do any local straightening until you do that first. And be aware that there is probably distortion on the cowl and core support where the fender attaches, which is why it's pushed up and out of position. That damage needs to be pulled back into position even it you get a replacement fender, or the new one won't fit correctly. This is where a shop that knows how to use a frame machine can be invaluable in pulling the damage back to where the parts need to be.
Some dents and even tears like others have said can be fixed. The challenge is when the metal gets stretched. Its very hard if not impossible to shrink the metal back to its original state. Will be much easier to replace IMO.
