Bonding.Fiber and steel

What is the best way to bond fiberglass hood scoops to a steel hood?
I want to be able to do this without rusting or cracking afterward.

This is a good question. A buddy of mine had an 81 Camaro that he put a fiberglass hood scoop onto the steel hood. It looked really bad after he installed it. He just cut a hole in the hood, put the hood scoop on top of it, and riveted the hood scoop to the hood. Then he put fiberglass on top of the hood scoop and "smoothed it down." After the fiberglass cured it looked HORRIBLE.

Ultimately, I now that is the WRONG way to do it, unless he messed up somehow. Sorry...
