65 Jetstar windshield rust
Yes, from another '65 full size Oldsmobile parts car. No one makes new body and trim parts for full-size Oldsmobiles. Just keep repeating that to yourself.
With that much rust around the windshield, I wonder what the rest of the car looks like. It may turn out that THIS is the parts car, and you'll find another '65 Jetstar 88 to restore that's in better condition using parts from this one.

You are doing this in the right way in my opinion. Evaluate what you have before spending money on parts to upgrade ( converting to floor shift, etc) If you decide it is too far gone later then you aren't out all the dollars you spent on the goodies. I can't tell you how many times this happens with newbie old car owners.... -LOTS!!! Just keep checking it out, but I must say the initial prognoses is not good,,,,,
Pinchweld rust is unfortunately all too common on GM cars of this vintage, especially if they've been parked for a while. As noted, no one sells repro parts for the Olds full size cars. The good news is that the glass is the same as that on a same-year Impala. Dale Belden actually does sell patch panels for this area for the 65-68 B-body cars.
