Rubber Coating : Area Below the Windsheild

Morning

On the area right below my windshield (72 Cutlass S) there's a "rubber like" coating
that's been cracking-off.

• I was wondering what this was? and if I could scrape it down, removing the crack pieces, and apply a fresh coat, of what ever it is?

• Or, do I really need this coating?

• Could I scrape it down and just paint over it?

I've attached a photo (Not my car) of the area and the rubber like coating I was talking about.

Any help, suggestions, would be much appreciated!

Thanks!

Not sure from the photo where your talking about but there should be some seam sealer along that cowl ridge just below the cowl vent .It does scrape off with some elbow grease and then clean it up ,get rid of any rust and apply some new seam sealer.I applied two pcs of tape across the whole cowl with a gap of about 1 1/2"in between then applied the seam sealer. Then take a brush dipped in lacquer thinner and smooth out the sealer .Paint over the sealer when it dries.Hope this helps
