I have a 68 Cutlass that my grandpa gave to me and im fixing up. My question is what do i need to do to make it a hard top? The vinyl top has to be taken off anyways so i can fix rust spots under it and i want to just go ahead and make it a hard top.

Just remove the vinyl top, glue, and sand it down and paint it. If you paint it white you can leave the trim. Or remove the rear trim, fill the holes and paint the roof body color.

Your car already IS a hardtop (one word). What makes it "hardtop" is that there is no center (B) pillar between the front and rear windows on each side. The whole idea is the car, when the windows are all rolled down, looks like a convertible with the top up as convertibles do not have a center pillar.
What you're trying to do is simply remove the vinyl so the steel top is showing. Doing this doesn't transform the car into a hardtop. It just turns it from a car that has a vinyl top into one that doesn't.
The black Cutlass in my signature was a white painted top. Like the guys said, you can paint the roof the same color as the body, with or without the trim. I think it looks sharp.
