I was going to also say an oil slinger but something didnt look right about it. If thats what it is then it does go on the front of the crank to keep most of the oil from getting to the seal.

Shouldn't an oil slinger have a keyway cutout? There's gotta be a key in there somewhere so the timing gear and the dampener stay put and if that goes between them it should also have a cutout for that key.
