You talking about the one between water pump and intake that controls EGR? If the shield is still there, remove it, run a straight vacuum line to EGR, and put a BB or ball bearing in the EGR end of it. The car will thank you for it and you will notice the difference in drivability and performance. A 37 year old car should only have to pass visual emissions check anywhere and if the shield is in place, they'd have to look hard to see the check valve wasn't there.

This is missing on my car, too (1973 Custom Cruiser). It goes between the carburetor and the middle port on the thermal vacuum switch, which screws into the block near the water pump and senses the coolant temperature.
The EGR valve is connected directly to the carburetor via a second vacuum line, and there is something called an "EGR control valve" in the vacuum line between the EGR valve and the carb. This control valve is present on my car.
Even thought I have the EGR control valve, I thought I'd see about getting another one from local parts stores, as mine even has a part number on it (413158) and is 37 years old. Neither Autozone nor NAPA had it in their systems at all. I asked about the "thermal check and delay valve" that 1973olds98 is asking about, and they had no info on that, either.
I don't know what you mean by "shield." No mention of a shield in the service manual.
Here's the relevant figure out of the '73 chassis service manual. The left side is a little out of focus because it was getting down into the crease of the book.

The disk is actually inside of the control valve that he is talking about...This part eems to be unavaivle anywhere..I was hopin to hook everything up factory looking but it looks like i will be out of luck on this one..
