I believe on a TH-400 trans, if you put it in Manual 1st (low), the trans will NOT shift until you manually shift it into 2nd or Drive.

TH400 will shift into 2nd regardless of shifter position. I’m guessing Hydromatic calibrated the valve bodies that way to limit warranty costs. It’s easy enough to defeat that “feature”.
