That is not correct. You should not have the plastic umbrella seal on top of the seal you are holding in your hand. Only the one you are holding.
The "umbrella" seal is factory but your heads have been machined for the "positive" seal like the one you are holding in the picture. That seal is much better but is used alone.
It looks like they have the white plastic ones on the exhaust valve too. You need to remove them also.

Not really, look at how the spring has worn the black plastic umbrella.
Just pull the seal off and measure the top of the guide where the seal is pressed on. It will probably measure .500" or .530" Possibly even .560" those are the three most popular seal sizes.
The factory guides are not machined, they are cast as part of the head and have a rough surface.

I would take the umbrellas off and throw them in the trash.
