Could someone shoot me some pictures of their 1967 442 400 engine pics detailing the bracket arrangement? Also the correct pulleys? This is a Non-A/C car. Trying to dress out the 455 to the 1967 400 arrangement for customers 67 442.
3 groove pulleys do not go on a non A/C car. Should be 2 groove lower pulley and either a single groove top or 2 groove top. Does it have power steering?
There are a number of problems I can see. First, the 1967 cars did not use a notched valve cover on the passenger side, only on the driver side. The HVAC box on the 64-67 cars is different from that on the 68-72 cars and did not require a notch. If you're trying to dress the motor to look like a 67 442, that needs to be changed.
Second, you have a crank pulley for a 6.1" water pump, but you obviously have a shorter pump on that motor, which is why the don't line up. Once again, mixing and matching pulleys, brackets, and pump will lead to questions like this. A 1967 442 uses a 5.1" water pump for both A/C and non-A/C applications. The correct water pump pulley is P/N 390207 (code JE) for a two groove pulley. The correct crank pulley is 390206 with a JA code.

Note how much shallower the crank pulley is. I should also add that these pulleys assume that you are using the 1967 style PS pump bracket that mounts above the valve cover on the driver's side.
