I don't know what the second photo is, but the first is the solenoid valve for the Transmission Controlled Spark (TCS). This is an early emissions control system that inhibited vacuum advance until the trans was in third gear. Your TH400, if original, will have a two terminal electrical connector. It is NOT a switch-pitch trans, but instead the second terminal controls this solenoid valve. There should also be a Thermal Vacuum Swithc (TVS) in the cooling system crossover at the front of the intake. Inhibiting vac advance could lead to overheating under certain low speed conditions and the TVS was designed to bypass this solenoid valve and run full manifold vacuum to the distributor under overheating conditions.

the one end goes up into the carb, the otehr end of the hose coming out of this is not connected to anything, it appears as though it has been cut.
would it connect to the top passenger side of the tranny? there is a hose there that isn't connected to anything
